There is a lot to digest in this 2025 report from NAPHIA for those interested in numbers*. In 2024, the overall penetration rate for pet insurance in the U.S. marketplace reached 3.92 percent (based on the population of 163.5 million pets). The top claims paid by dog or cat breed and the most common medical conditions are interesting.

*INSIGHTS: The report counts all cats as owned. This may be misleading when considering insurance penetration percentages. While the methodology is evident, some sources indicate the U.S. population of owned cats is probably significantly fewer than used in these calculations.
A recent article in Catster <Link> reported more than 45 million households had at least one cat in 2022. Yet there are broadly 30 to 100 million unowned community cats in the country so the total pet cat population still exceeds some of the higher estimates.
Regardless of how you crunch the numbers, only one of every 20 to 30 pets seeking veterinary care are covered by pet insurance. Opportunity abounds.” – Kirk Augustine
