INSIGHTS: The information about repeating messages is a good perspective outside the Twitter context, too. Active readers and communicators are rapidly consuming a lot of information and are not always in an environment to commit it to memory or act on it.
Still, the real challenge is to determine at what level of repetition does the message become more nuisance than informative.
